Answer:

The decision whether or not to subscribe to a periodical is based on a number of factors including cost, quality, level of demand, and indexing.

The University of Minnesota Libraries are more likely to subscribe to a journal which is included in the major indexing tools, but inclusion in a particular index does not automatically mean that we will subscribe. Academic journals can cost hundreds or even thousands of dollars per year. Libraries make the decision to subscribe to a periodical very carefully, since that decision effectively commits the future subscription costs for an unlimited period of time.

If you find citations to articles you need in periodicals not owned by the Libraries, you may request those articles through interlibrary loan.
